Prohibiting people to take survey more than once from same I.P. address

Is it possible to prohibit more than one survey submission per I.P. address ?   We are sending out an amenity survey to 2000 households in our community that are members of our Property Owners Association.  We would like to try and make sure only one survey is completed by each household.  Any chance of this or any recommendations.
