How to customize submission PDF in new submission layout?

Also If I wanted to change the content of the pdf file sent to me, where would I do that within the new submissions layout?

Please note that you need to select any submission in new submission page and then click on the view submission. Once you go to submission view page, you should be able to see the option to edit the submission PDF template in new layout. Please check the screenshot below:
