It says my account is out of payment submission?

    or form is over quota, what does this mean?

    It means that your account reached a monthly limit. Upon checking your account, I can see that you have reached the payment submissions limit. The Bronze plan can receive up to 10 payment submissions and you have received 12. That's the reason why you're account is over the limit.

    You can increase your payment submission limit by upgrading your account or you can wait for the monthly reset which happens every first day of the month.
