I want to add a signature block to my form so that respondants can add a encrypted signature in HTML format. Is this possible?

This option is not available however this has been added
to the feature request list and we will look into it.

As of the moment what's done by other forms is to use the required checkbox
for accepting terms and condition or use textbox and ask users to enter their
    initials.

Another option is to make use of the Print Form and then ask them to sign
and fax the form. You can enable print form button by clicking on the Submit
button and then selecting "Print Button" at the toolbar.

If you want users to directly upload something together with the form
you can also make use of the File Upload field.
