It’s a feature of 123FormBuilder. It lets a user set-up a group of questions once instead of copying/pasting and using rules.

We have a widget that will allow you to have repeated questions possibility. It's called Configurable list widget: https://widgets.jotform.com/widget/configurable_list

And it allows you to set the questions, which will, further, allow your users to add as many rows as needed (or you allowed).
