It's very strange that some users can but some other users cannot open the hyperlink of the file uploaded by end user who filled in the form.

Hi support,
I've just got a finding that I must login to Jotform successfully in the same web browser in order to open the hyperlink of the uploaded file on the filled form. Once I log out from Jotform in the same web browser, I cannot open the hyperlink of the uploaded file anymore with 404 error prompted. Can this issue be fixed so that users (especially the one who approve the e-form but don't have a Jotform user account) can still open the hyperlink of the uploaded file without the need of logging in to Jotform in the same web browser?

This should be happening due to the option 'Require log-in to view uploaded files' enabled in your account settings.
Please try disabling this option in the account settings page and it should resolve the issue.
