Why am I unable to add Jotform to my Facebook page?

I followed these instructions and am still getting an error message stating that This page does not have permission to install tab. Has anyone found a solution?

Facebook has a restriction on this feature, if you page does not have 2000 or more followers then you will not be able to add a tab. You may read more about it here: https://developers.facebook.com/docs/pages/tabs
