I have tried to downgrade my plan twice and when I click on Downgrade, selet $9.95 per month, and click Pay and complete, it does not downgrade just sticks on the current plan.

You are already downgraded from Professional to our Premium Monthly subscription. You may need to logout, clear your browsers cache before logging in again to see the changes on your account status.
