Would I be able to use the submissions report with an attachment?

Would I be able to use the submissions report with an attachment and be able to send it to other to access a portion?

For example, send the A's to person A outside of the organization.

Send the B's to person B, whom is also outside of the organization.

The people outside of the organization will be able to open the data with the JotForm or see it as a submission report?

What type of report are you looking to create? If you create a grid report, you can share it with anyone you want to. If you want to share only specific information, then you can create more than one report, so you can exclude specific field on each report: https://www.jotform.com/help/105-How-to-Create-a-Grid-Listing-Report 

I would be sending an application with attached resume and cover letter to a variety of outside organizations for their review.
I am a nonprofit working to create high school intern opportunities for students. I have businesses willing to offer summer interns, with the prerequisite that I would have them prescreened to ensure only the top high school candidates were presented to the business.
So, I will be using the grid report to sort and screen. Assumed that I would create a report per job descriptions. However need the entire student application and resume to be included in the report grid sent which will be send to the business to contact students and setup interviews.
Essentially, I need to be able to email the grid report but also have the form available in the attachment to open the data into the form to allow someone (outside of my organization) to use the grid as a picklist. So that when the grid data is opened the form can be populated to be read. Can you do this?

Please note that the reports are generated from the form submission data, so you need to create a form to collect students data, and generate the Grid Report. Also, there is no way to show part of the data to a group of people and the other part of the data to another group from the same report. That is the reason why multiple reports would be needed if you need to accomplish that.

If you need to include the edit link to each form submission, simply click on the "Show Edit URLs":

If you also need to display the files that they attached in the submission, you have the option to show the photo instead of the link to the file.
