HIPAA: Card Form: Problem with navigation on long form

this form is a single question / page 112 questions.

I very often have a difficult time navigating to questions.  I often cannot see the slide bar on the right.  Can you make that more prominent or otherwise make navigation more functional in large form?

Are you having some issues with the navigation once you click on the questions number element at the bottom of the page?

The issue I'm having is in "build" mode 

I could scroll down through the questions and open the sidebars.
