I am working on a new order form for a client. Refresh my memory. At what point do I need a subscription when it comes to email confirmations sent to my client. I can add one email confirmation address at no charge. A second email confirmation address I will need a subscription?

If you are referring to multiple email in notifications, starter(free) plan can only have one notification email on their account. You need to upgrade your account, so you can add another email address.
NOTE: Multiple recipients is only available to paid users. There's also a limit of 10 recipients per Notification and 2 for Autoresponders. You need to create a new notification if you wish to send it to more than 10 emails.
