The monthly Form Views refers to the number of times your form has been viewed in a month. Loading the form in any way is considered a form view.

A more detailed explanation about the Form View Limit is found in this guide — Form-View-Limits-What-Is-It-All-About

As for the monthly form submissions, it refers to the number of times the form was submitted in a month.

Both limits reset every first of the month.

One important thing about form views is that it will not be counted against your account limit if the form is viewed on the same browser where the account that owns the form is logged.

And for the form submission, submissions will not be counted within an hour if the form was submitted in the same IP address where the form was last edited.
