1. Can you select the dates and times an email is sent to the client to fill out the form? How far in advance can you send forms?

Unfortunately, we do not have a tool to send an email to your user on a specific date to fill out the form. First, we do not have the email address your user.

You can try the enabling the "Send Emails Later" feature of the Autoresponder Email in the Advanced Settings tab. You can also add the form URL in the email content.

2. Can you make a form that if a client misses part of it; it will not let them proceed to rest of form or prevent them from submitting?

You can enable the Required feature of each field or important field in the Properties page of the field.
