does that action allow all my forms to be public? and will they need a log in email or name as well as the pw

No, the page will not be completely public as only those with the link will be able to access the submissions page of your form. 

Now, as explained on the guide, you can protect the submissions page with a password, that means that login credentials will not be required for this, if they have the password, they will access the form.
