How do I change the tabbing order WITHOUT messing with the HTML?

Which tabbing order? Please provide us more details about your request and a link of your form. You can also provide us a screenshot of the tabbing order you want to change.

I want it to go down the first column, then over to the second column and down.

I still don't understand what exactly do you want to achieve.
You form currently looks like this.
If you want to rearrange the form fields, you can do it inside of the Form Builder.

When tabbing through the fields, I want to be able to complete all of the fields in the first column (i.e. - Name, email, phone, date, etc.) and then complete fields in the second column (i.e. - Address, Square footage, Realtor Name, etc.)
Now, it goes from left to right, on each row, i.e. Name, Email, Phone, etc.

I understand now. However, that is not possible to achieve without modifying the form. The Address field is the second form field and because of that when tabbing, the form will go to that field instead to an email field, which is the third form field.
To achieve that, you will have to rearrange the form fields in an order you want tabbing to work and then to customize the form with CSS to have the current look.
