Is it possible to work on jotforms offline and then upload later.

    You can use the Fillable PDF Form feature for this. 
    Check this article about the feature Fillable PDF Form Creator and here is the user guide on How to Create a PDF Form.

    The Fillable PDF Form will require the online connection ONLY when the end-user is ready to submit the form. The submission requires internet connection.
