I have been receiving submissions on a form with a few attachment uploads.
It seems that if the file name is too long, the hyperlink will be split in two. This occurs on all locations of the link.
I have tried recreating the link based on the file name but that does not work, seems like the actual upload location does not exist.

I have tested a cloned version of your form and I can't seem to replicate the issue.
The hyperlink doesn't split to two and I can download the uploaded file by clicking on the link.
Can you please try clearing your browser's cache or using another browser in viewing your submission?
Please give it a try and let us know if the issue remains.

Is it possible this occurs for file names with an underscore " _ " ? Only other option I can think of. Reviewing other submissions and I am seeing this split on both long and short file names.

I have tested my cloned form using this time using spaces underscore and no dash but still, I can't replicate the issue at my end.
Could it be browser issue?
I have also checked your form submissions and this is how it viewed.
Can you please try using other browsers in viewing your submissions?
Thank you.
