What's the best procedure for creating a new form and testing it before going live with the form?
Oddly enough, the jotform video I watched seemed to have a new form go live before testing.
The new form will be based on the jotform I've linked in the url below.

You can check this guide on How to Create Your First Web Form. After you created a form, you can check the changes you made by clicking "Preview" or by opening the URL of your form.
Here's a guide how to check the changes you made by clicking "Preview".Please refer to this guide if you're going to check the changes on your form by using direct URL of the form.
Please note that your form can not be live unless you share it with the user or you embed it on the webpage.
