I just tested out the form with a $1 PayPal price and I filled it out and PayPal sent an email saying they got money but I never got a auto response email or an notification email. I tried it again without a credit card making the PayPal free and it worked. Any ideas??

Upon checking, it appears that the submission landed to the "Pending Submissions" list. This list is actually for payment submissions that do not continue with their purchase. You can find this list when you go to your submissions page, and then clicking Pending Submissions icon above the submissions details.
Here's how it looks like:
To resolve this issue: Go into your Paypal account, Click on the Profile menu, select My Selling Prefences
Midway down the next page is a 'Instant payment notifications' field, select click on the Update button to the right of it.
Click Choose IPN Settings, Enter http://www.jotform.net/ipns/paypal.php into the Notification URLtext box and ensure Receive IPN Message (Enabled) radio button is selected. Click Save.
