The user would like to send a reply to all emails in the submission. I have tested this issue. I have created a TEST form that has three different email fields. When I click to Reply button in the new version, the recipient mail was selected as just the first mail address. However, all emails were selected as the recipient field in the old version.

This feature has implemented.
When you click reply on the new inbox page, it adds all the submitted fields on the form to the "To" section of the email editor.
