I would like to continue with the free plan. I only create about five forms per year, so it is not worth the upgrade. It is suggested that I delete forms to be able to stay within the five allocated, but I am not able to delete. Clicking on delete or purge does not actually remove the forms. Please let me know what to do.

That message is just to let you know that you can not create more forms, and you will have to upgrade if you want to create or clone a new form. So, you are okay, your five forms will be available to be used:
If you want to delete a form, simply select it, and click on "Delete":
