    If you edit the form, do you have to create a new encryption key.

    After editing, the encryption key doesn't seem to be working

    No, one need not to create a new encryption key if the Form is edited. It is possible there is a different key stored in the browser.  Try clearing your browsers cache/cookies or browsing in private/incognito mode.  Either of those should cause the submission page to ask to for a key. Try inputting the key saved in your downloads.
