Save Fillable PDF Form

I seem to be missing something. Trying to download form as fillable PDF so I can email as attachment. When I click on XXX, a PDF form is created. I have gone through and added desired elements and edited page breaks, but there is no option to download the form, only the Preview PDF toggle.

Tried to Save as PDF from the Chrome print function of the Preview screen, but then I lose all of the fillable fields. How do I download the blank form as a PDF?  

While on the PDF fillable editor, go to the publish tab where you will find the download button, it's also present above the preview button:

That's my issue. I don't have the Publish option or Download button. Only Build and Settings. I clicked on the Flush Encryption Keys button and selected my encryption key file. The form reopened with no change.

That is the reason why you are not able to download the PDF submissions. If you need to use PDF submission download, you will have to stop using encrypted forms, and this feature will work for future submissions only, not the ones that are currently encrypted.
