I have a bunch of old band merch that I'm giving away to the fanbase.... They will pay for shipping.
So I need to create a form that will take payment via paypal
And track the remaining inventory so that people only order what we have left. Perhaps integrate with a google spreadsheet?
Can jotform do these things?

Unfortunately it is not possible to maintain inventory in payment tool of form.
You may like to take advantage of our "Gift Registry" & "Quantity Gift Registry" widgets and see if that fits into your requirement. This widget will allow you to list the products with available inventory. Once a user selects a product and submit form, the available quantity will reduce automatically for other users.
You can then calculate the amount by taking advantage of "Form Calculation" widget and pass it to your payment tool to process payment. You may like to take a look at the following guide which should help you: https://www.jotform.com/help/275-How-to-Pass-a-Calculation-to-a-Payment-Field
Hope this helps.
