I have requested to have my account downgraded before the next billing cycle. However, I was just charged. Can you please downgrade my account to "Free" as my needs have changed and refund my $19.00 I was just billed.

I checked your account billing page and I can see that you're using PayPal as your payment method.
IMPORTANT: Please cancel your subscription on your PayPal account. Here's a guide: https://www.paypal.com/us/smarthelp/article/FAQ2058
After canceling the subscription on your PayPal account, please contact us again and let us know on this thread so we can refund the last payment you made.
