Can I change the number of forms that sub accounts can make?

Can I change the number of forms that a sub account can make? They are telling me that they are limited to 5.  I'm on the Silver plan.

If the sub-account is on the free plan, it will have the free limits which include the 5 maximum number of forms limit.

To create more forms, the sub-account can archive the existing forms. Archiving them will disable the forms and won't be counted towards its limit.

Or, the sub-account can change the ownership of the existing forms by moving them into the master account's folder under Shared with you tab. Here's how:
