Storage Space Usage: Do you count deleted data?

I have created a form to allow participants in an event to upload certain image files to the organizer before the event.  When these files are uploaded, do they continue to count against my storage for the month even if I remove the files from your servers?

When the submissions with file uploads are being deleted, the system automatically recalculates the upload space usage. The account space usage recalculation is usually pretty quick, but it might take up to 24 hours in some cases.
