The monthly submissions count cannot be cleared even though if you delete submissions. The only account usage that clears by deleting submissions in the Upload Space limit.

Thank you for your response. I did not actually intend to send the request
and that is why it was short on information. I have since looked at
articles on how to repopulate certain fields after submission when there
are multiple submissions using the same form. I am working on integrating
that into the Thank You notification. The form I am working on is
82158880884269.
