It shows me the blue pencil, but does not drop down to show any of the other options.
It does show a small black angled arrow at the bottom right of the screen, but that is all.
I used the following link from Jotform to help with the installation so I could adjust the size and a few other things once loaded.

The inline embed feature seems to be working correctly at my end.
I have tested my sample card form and I was able to edit the form in my web page.

Can you try to test your embedded form again and make sure you're logged in to your JotForm account?

No change... does it only work with specific browsers?

I have tested this on Chrome and Firefox and the inline embed feature works.
However, it seems it takes sometime before the embed recognize the user is the admin. You can try to click the edit button(pencil) and it opens the webpage in the whole page and then you refresh your browser.
May we know what browser did you use to view your webpage?
You may also try disabling your browser add-ons, it may be blocking the embed feature.
Please give it a try and let us know how it goes.
