Hi JotForm!
I am trying to add an .ics file to a form submission email response. Is this possible? I want recipients to be able to "Add to Calendar" using the .ics file.

This is possible by uploading the file to your server and then adding the link in the thank you page. You can follow below steps:
1) Once you are finished building the form go to SETTINGS >> THANK YOU PAGE >> click Insert/edit link
2) Insert URL of the .ics file that was uploaded to your server & Text to display and then click on Ok.

I believe what my colleague is referring to is you can upload the .ics file to any file hosting website (or your own server, if you have) then, you can include the link to the file in the email autoresponder that will be sent to your respondents every time they successfully submit the form.
Setting-Up-an-Autoresponder-Email
You can add the link to the file in the email autoresponder's contents — How-to-Edit-the-Email-Template-for-Notifications-and-Autoresponders. You will also use the Insert Link tool from the toolbars.
Examples of file hosting websites are Dropbox, Google Drive, or One Drive.

I'd love the process to be a bit more fluid than that; if folks click the link, it opens a URL in Google Drive prompting them to download the file, but without confirmation regarding what the file is or if it's safe, etc.. Is there a better option for hosting the .ics?

To my understanding, you would like the file to automatically download once the link is clicked.
If that is the case, you can try the following workaround.
The original format of a Google Drive Share Link is like this — https://drive.google.com/file/d/1T3L9uJBM0arXNihJh9XguAQO803hvf2z/view?usp=sharing
What you will be needing in that link is the FILE_ID.
FILE_ID refers to 1T3L9uJBM0arXNihJh9XguAQO803hvf2z in the share link above.
After that, you just need to modify the share link using the format below.
https://drive.google.com/uc?export=download&id=FILE_ID
The link will now become.
https://drive.google.com/uc?export=download&id=1T3L9uJBM0arXNihJh9XguAQO803hvf2z
Please try both links above so you can see the difference.
