Can I send a link via SMS or on whats App

I want to create a form

Its like interview

Once a form is created, can I create a link that I send VIA SMS Whatsapp or post on website

i am not looking to submit Data via SMS. 

I want to send the form to the user via SMS or WhatsApp . Where user can click the link(url) and fill the form and submit it .

so If I can create the url for form then I paste the URL on SMS or WhatsApp and send 

them user can open the form by clicking the link if user is connected to internet 

Is this possible ? 

You may copy the Form link from the publish screen and then send this link to the users via SMS or Whatsapp.
