Can't create a form

I am unable to create a new form. I try clicking 'create form' and nothing happens. In fact, nothing seems to be happening when I click on my already submitted forms either and there's no drop-down menu when I click 'sort', like there usually is. I only have the free version and I have two forms created with 14 submissions. Can someone suggest something I could try?  Thanks
