How can we require a login to access a submission?

I'm not sure I understand your question. Please describe your problem in more detail if your answer is not below.
If you want to reach the submissions, you can review the link below.

Submissions can only be reached by the owner of the form. If you try to log out of your membership and try to reach the submissions, you will see the following warning.

I am referring to 'Form privacy' on jotform.com/security/
Specifically, we do not want anybody to be able to access data from a form submission via the 'edit submission' urls in the email notifications. We do not simply want to delete the links from the emails, we want the links to either not exist at all or require a login.

The edit submission link can be viewed in the notification email. Only the account owner will receive this email or when you add an email address in the recipient.
You may edit your email content to remove this links.
