I have created an applicaiton for students to apply to. We have a selection committed in each state to review the applications. can I sort submitted applications by the city and forward a group of pdfs for that city as an attachement to the selection committee.

You can sort the submissions in the submission page by the column/field name, but when you download it PDF, it will be sorted by subnissions timestamp.
What I suggest is to integrate the form to google docs spreadsheet -- In the google spreadsheet you will have to options to filter/sort the data and export it to PDF format.
