I am able to change my settings to a custom thank you message, but when I use the actual form it always reverts back to a previous thank you message (which is no longer applicable to this form). Please tell me how to fix this.

I tested your form(2013 VA Classic Stall Reservations), and this is the thank you page result.
You meant to say that this is not the correct Thank you page? I saw this also setup in your forms's custom thank you message.
Please provide us also more details so we can check further.
