May you let us know which browser you were using?
May you please try using either Chrome or Firefox?

I have tested signing the form on an Ipad and it works fine. I have also tested it with Firefox and Chrome while using a Laptop with windows 10. Using to touch screen to sign seems to work while using Firefox but it does not seem to be working with Chrome.
Any suggestions?

If it's working on Firefox and not to google chrome. Try clearing browser caches and chrome browser cookies. That may work.
Give it a try and let us know how it goes.

I tried your suggestion to clear caches and cookies on chrome but unfortunately I still was unable to sign the document using the touch screen.
Any further thoughts?

I would recommend you to check if Chrome has "Enable Touch Events" option enabled, this link will help checking that: https://recordex.happyfox.com/kb/article/19-when-touch-does-not-work-inside-of-chrome-browser/

Thank you, this suggestion worked I can now sign the form with chrome on a tough screen laptop.
