I have some folks attempting to register. I can see them in the pending file - multiple times in some cases - waiting for their payments to clear.
Can you tell me what they might be doing incorrectly? Are they using an invalid card, an address that isn't tied to the card, a credit card when they have a paypal account?

Since you're integrating with PayPal the users are redirected to the PayPal payment page to complete the payment.
Now, when they are on the payment page if they abandon the page then the submission will end up as incomplete, if the successful complete the payment the submission will be listed on your submissions page.
