Partially complete and send

Hello! We are using Jotform for our admissions process. In particular, we have a form for students to send out for references.

Here's the rub: The students need to be able to fill out the "applicant information" and indicate whether or not they waive the right to view the review. Then it needs to be forwarded to their reference to complete. Is that doable?
