How to make the forms not hipaa compliant once account is converted to hipaa?

I have a HIPAA compliant account with you. Some of my forms require this, others do not. For example- information with personal health information requires it... but registration for an event does not. Yet HIPAA for those that do not require it creates a problem. For example all PDF's attached require a password. 

So either all or none of the forms are under the HIPAA guidelines? Correct?

Yes, once your account is converted to HIPAA, all forms will be encrypted. There should be an option to disable field protection, however, pdf password is mandatory in HIPAA account.
