We have received only 8 submissions out of 10,000 limit this month but account was disabled.

    Did we do something wrong to disable the whole account?

    Upon checking, I can see that your account is active. Your current submission count is 8 so it shouldn't disable your forms. However, if you see  form that has an over quota error, I would suggest that you clear your form cache https://www.jotform.com/help/229-How-to-Clear-Your-Form-Cache.
