How can I make unanswered questions to show up in order that they were asked?

We have built an informational questionnaire and are having issues with questions not showing in order. It will show all the answered questions in a row, then after that it lists the questions answered. We need the all the questions to be on the form in order asked, even if left blank.

You can disable the hide empty fields option in your email notification settings so that it will show all fields including unanswered one.

Right, I’ve done that. So they show, but out of order. Do you know of
anyway to show them in the order asked? It shows all answered ones first
then lists all the unanswered ones after.

Is this for the Questionnaire for Medicaid Planning form? I see your notification, and autoresponder emails don't have the fields. You may consider creating new email templates to refresh your settings. 

Note that fields should appear in order the way how you order them in the form builder.
