How to configure international shipping in Paypal account?

This does not help for international shipping

We have a Shipping setting when configuring Paypal Payment Integration but no location based pricing. Hence, I would advise you to configure the shipping rates into your Paypal account dashboard. Please find the below guide for the same:

Configure US and non-US rates in your account. So, once someone selected a product item from your form and redirected to the Paypal Payment page, the shipping rates will be automatically calculated based on the user location.

Also, please note that you need to allow the transaction based shipping settings to override your profile settings. This is useful if you have a custom Paypal button with custom shipping rates. This information is also available in the above guide.
