My section collapse won't work

I am trying to create a form with a section collapse but I cannot make it work. I have created a clone version of the form where the section collapse does work but it will not work in the main form. As far as I can see the two forms are identical.

In your non-working form there is a condition:

Which will make the section showing if the above condition is not true.

So you should either edit it or disable it.

And that condition is different compared to other (working form).
