We have a form that shows 28 submissions when logged into our JotForm account, but 17 of those submissions do not appear in the email account.

The submissions found on your account that are the ones that are logged in.
With e-mail notifications, there can be issues with user's e-mail providers rejecting notifications. So this is not always accurate.
To make sure that you always receive e-mail notifications, please follow this guide:
Also, please provide us with the e-mail address in question and we'll be glad to confirmed if your e-mail provider has rejected any of the notifications.
