    For example ;

    I have a jotform and I use your post options. Form forward values into my database.

    Then I want to update a value in my database with another jotform.

    So , I need that , when I  click a row in my database , other jotform must open and  in my values must place on your form.

    For example name field and phone field .

    Is it possible?

    Unfortunately, we don't have a feature to retrieve data from a database and fill out the form with it.
    Your database service provider may be more helpful about this subject.

    But, I would like to draw your attention to our Prepopulating Fields feature.
    You can automatically fill your form fields via URL parameters.
    Please see this example:
    https://form.jotform.com/90675912410960?telefonNumarasi[full]=123456789&adSoyad=dt2013
    Form Fields:
    Form ID

    Telefon Numarası
    Ad Soyad
