How can I manually create a form submission without processing a payment

I am trying to fill out a registration form for someone that paid in my store rather than online. How can I manually create a submission in my form? Is it possible?

You could use purchase order: https://www.jotform.com/help/460-How-to-Create-Payment-Form-with-Purchase-Order which will allow you to create submissions with purchases, but without actual payment, it doesn't process any payments (charge the card).
