Why I am only allowed to create 5 forms?

I am part of a school that has a silver subsctiption under kaye miller yet it says that I am only allowed 5 forms under the email kim.tapper@beth.scho

Your account KimTap is a sub-user of the account k.miller. The sub-user can only edit form and view submissions. The account k.miller should be the one to create new forms and then you can manage the created forms since it is under the Gold Plan.
