Are there more details on what the file needs to be to be considered fillabled? I am trying to create it in Adobe Acrobat DC but no luck so far.....

Please note that Adobe Acrobat reader is used to view and print PDF document. If you have Adobe Acrobat Pro DC program, you can create fillable PDF form.
