I have checked your form and I can see that there is some issue with the integration. The submit button is placed above the payment integration. Instead, it should be at the end of the form after the payment integration. In PayPal checkout, the payment is authorized on the form itself. The payment is executed only when the form is submitted.
Here is a complete guide about PayPal checkout integration with JotForms: How-to-Integrate-Form-to-PayPal-Checkout
Let me know if you have any questions.

I would like to apologize for any confusion. Actually, the submit button can be placed anywhere on the form, it doesn't matter. As long as all the required fields are filled respondents should be able to submit the form. Otherwise, there must be an issue with how the form is set up and/or filled.
I have checked your form and I was able to reproduce the same error.
The issue happens if the amount in the payment field is not processed for payment.
Respondents must click the "PayPal Checkout" button to process the payment then submit the form after.
I hope this helps. If you have other questions or concerns, please feel free to let us know.
