I'm sorry, but do you mean that you are not getting the file uploads in the form through email? Or do you mean you cannot download the files through your email account?
Note that your File Privacy is enabled in your account - settings page (https://www.jotform.com/myaccount/settings) which means that you can only download the file while you are logged in to our website.
To download the files, I would suggest accessing the submissions page.
